On October 15, 2024, the Maharashtra government notified the project under the Maharashtra Regional and Town Planning Act of 1966, establishing MMRDA as the New Town Development Authority.

Mumbai 3.0 is envisioned as a large, integrated urban and economic center that supports residential, commercial, industrial, institutional, logistics, and employment-led development. It is strategically located within Atal Setu’s influence area and close to the Navi Mumbai International Airport (NMIA) and Jawaharlal Nehru Port (JNP). MMRDA seeks to create Mumbai 3.0 not only as an extension of the present metropolis, but also as a new economic engine for the Mumbai Metropolitan Region and Maharashtra, using integrated planning, world-class infrastructure, and globally benchmarked urban development concepts.

What has MMRDA proposed?

Mumbai 3.0 Master Plan: What It Means for Real Estate

The Mumbai Metropolitan Region Development Authority (MMRDA) has signed an agreement with a Singapore-based firm to create a vision document and a comprehensive master plan for Mumbai 3.0, which is expected to cover 323.44 square kilometers, including 124 villages in the Panvel, Uran, and Pen talukas of Raigad district, exactly 50 kilometers from Mumbai.

The plan will cover land use, transportation networks, housing, industrial and commercial zones, social infrastructure, and other public facilities.

According to MMRDA authorities, Mumbai 3.0 could create a significant new growth market within the MMR for the real estate sector, fueled by planned urban expansion, infrastructure, and investment.

The MMRDA has recommended creating a master plan based on the Mumbai 3.0 framework, outlining what can be produced over the next few decades by combining infrastructure, housing, transit, commercial development, and new economic centers. Beyond Mumbai, the MMRDA region encompasses Thane, Navi Mumbai, Kalyan-Dombivli, Vasai-Virar, and other growing metropolitan centers. A long-term master plan may therefore impact where future development occurs and how infrastructure is developed around it.

According to an MMRDA statement, the plan calls for the Singapore-based firm to lay the groundwork for Mumbai 3.0 with an inception plan, an existing situation analysis, a vision plan, a draft concept land use plan, stakeholder consultations, and a final concept plan.

Who will prepare the report?

The MMRDA has inked an agreement with Singapore-based Surbana Jurong Infrastructure Pte. Ltd. to create a vision document, master plan, and related planning framework for Mumbai 3.0.

According to an MMRDA statement, the engagement brings to Mumbai 3.0 the urban-planning legacy and international expertise of an organization whose roots are in Singapore’s own transformation into a globally recognized model of planned urbanization, housing, and industrial development.

What will the report include?

According to MMRDA, the planning process for Mumbai 3.0 will begin with a thorough evaluation of land use, transportation networks, population, socioeconomic conditions, utilities, environmental aspects, and public facilities. Based on this, the Vision Document will describe the future city’s economic positioning, growth strategy, investment opportunities, key projects, and placemaking principles, with the goal of developing an internationally competitive and sustainable urban center.

The concept will be based on international best practices for smart infrastructure, mixed-use development, public spaces, renewable energy, digital systems, and transit-oriented development. The draft plan will take into account land use, transportation, and infrastructure, identifying growth corridors, development nodes, mass transit, and multimodal connectivity, as well as water, sewerage, waste management, power, and social infrastructure needs. Consultations with government departments and stakeholders will help create the final land-use plan, which will include zones for residential, commercial, industrial, institutional, recreational, transportation, and conservation, according to the MMRDA.

By when will the report be presented?

According to MMRDA, the report planning exercise would be finished within 30 weeks as part of the consultancy’s Phase 1. The chronology for the report is as follows.

1) Inception Report – 4 weeks

2) Existing Situation Report – 10 weeks

3) Vision Document – 16 weeks

4) Draft Concept Land Use Plan – 24 weeks

5) Stakeholder Interaction Report – 26 weeks

6) Final Concept Plan – 30 weeks

What is the connection between the World Economic Forum in Davos and Mumbai 3.0?

The MMRDA and Surbana Jurong signed a Memorandum of Understanding in January 2026 to collaborate on master planning, architecture, infrastructure engineering, project management, and transaction advisory services.Subsequently, on June 4, 2026, the Maharashtra government authorized Surbana Jurong’s appointment on a Government-to-Government (G2G) basis. The signing of the current agreement symbolizes the partnership’s transition from strategic intent to implementation, with Surbana Jurong now leading the detailed planning exercise for Mumbai 3.0,” according to the MMRDA release.

What does it mean for the real estate sector?

According to MMRDA authorities, Mumbai 3.0 could create a significant new growth market within the MMR for the real estate sector, fueled by planned urban expansion, infrastructure, and investment. The Navi Mumbai International Airport and other connection initiatives have boosted investor confidence, and the region may see the emergence of new residential, commercial, and mixed-use clusters. The MMRDA’s planned land policy, which mixes monetary compensation with land-based advantages, may also encourage landowners to join in development, thereby unlocking greater land parcels for future real estate projects, according to officials.

“Mumbai 3.0 is envisioned as MMR’s next global growth center. Our innovative and people-centric land policy, which for the first time combines land-based benefits with monetary compensation, guarantees that landowners participate and benefit from the development process. “We are laying a strong and inclusive foundation for Mumbai 3.0 by combining progressive land policy and global planning expertise,” stated Sanjay Mukherjee, IAS, Metropolitan Commissioner of MMRDA.

According to real estate consultants, Mumbai 3.0 is now a developing development region rather than a fully developed real estate market, with land mostly consisting of villages, agricultural tracts, and undeveloped land, as well as some industrial, residential, and commercial developments. Land costs vary greatly by region, ranging from a few thousand rupees to over ₹10,000 per sq ft, based on connectivity, land usage, and proximity to key facilities like Navi Mumbai International Airport.

Local traders report that land portions in plotted development projects range from ₹10 lakh to ₹1 crore, depending on location, size, and project brand.

Want to stay ahead of Mumbai’s next real estate growth story?

From Mumbai 3.0 and Navi Mumbai to new infrastructure, upcoming projects, property prices and investment opportunities, IndexTap keeps you updated with the latest real estate developments across Mumbai and MMR.

Follow IndexTap for real-time property updates, market insights and the next big opportunities in Mumbai real estate.
