According to analysts, Maharashtra Chief Minister Devendra Fadnavis’ declaration that Mumbai can become completely slum-free within the next ten years is more than just a housing target; it signifies a potentially substantial shift in how the city’s reconstruction and land resources can be organized.<\/p>\n\n\n\n
Fadnavis stated at a NAREDCO Maharashtra event last week that the government will adopt a cluster-based redevelopment approach to alter informal settlements and older urban areas, in addition to redeveloping Dharavi and other huge land parcels.<\/p>\n\n\n\n
Cluster development is an urban redevelopment strategy in which numerous adjacent buildings or plots are merged into a single major project. It provides better planning, enhanced infrastructure, bigger roadways, open spaces, and amenities, as well as the rehabilitation of current residents and more effective land use in densely populated cities.<\/p>\n\n\n\n
Cluster redevelopment in the Mumbai real estate market includes MHADA layouts such as Motilal Nagar (Goregaon), Abhyudaya Nagar (Parel), Adarsh Nagar (Worli), Bandra Reclamation, and GTB Nagar (Sion), as well as Kamathipura. Several private housing societies are undergoing cluster redevelopment.<\/p>\n\n\n\n
The Maharashtra Housing and Area Development Authority (MHADA)’s Construction and Development Agency (C&DA) system assigns developers to rehabilitate entire housing clusters, while qualifying inhabitants receive rehabilitation units, transit rent reimbursement, and corpus funds. MHADA is currently working on 11 large rehabilitation projects in Mumbai under the Construction and Development Agency (C&DA) model that span over 925 acres. The overarching goal is to replace informal settlements with planned housing and infrastructure, while rehabilitating qualified individuals into official housing. Instead of redeveloping individual buildings or small plots separately, the cluster approach allows for the planning of bigger neighboring pockets. This enables roads, open spaces, utilities, social infrastructure, and housing to be built as a cohesive development rather than being added piecemeal.<\/p>\n\n\n\n
Fadnavis stated that the government is now implementing a cluster-based redevelopment strategy for Mumbai, with the goal of modernizing regions that were largely developed decades ago but have since become increasingly limited by aging structures, informal settlements, and inefficient land use.<\/p>\n\n\n\n
“We intend to make a significant contribution to the development of Mumbai. “I am very confident that with the measures we have implemented, we will make Mumbai slum-free within the next ten years,” Fadnavis stated during the occasion.<\/p>\n\n\n\n
The chief minister stated that rehabilitation would not be limited to residential construction. The government intends to build mixed-use buildings on valuable land that will include commercial spaces, museums, playgrounds, and recreational places, as well as improve transportation infrastructure.<\/p>\n\n\n\n
Dharavi is expected to be an important test case for this method. The chief minister has set a target of having the first 10,000 rehabilitation homes completed by early 2029. According to the Slum Rehabilitation Authority (SRA), slums currently cover about 24% of Mumbai’s area and accommodate more than half of the city’s inhabitants.<\/p>\n\n\n\n
Around 2,156 acres of Mumbai’s slum area are undergoing redevelopment initiatives. According to the Hindustan Times, there are 1,202 slum projects housing 3.21 lakh families.<\/p>\n\n\n\n
Along with this, 607 slum projects are envisaged, totaling 2.85 lakh families scattered across 1,015 acres. Slum initiatives spanning around 595 acres, on the other hand, have come to a halt because to legal, financial, or administrative challenges. According to the research, there are a total of 271 projects housing over 89,000 families.<\/p>\n\n\n\n
Between 1995 and 2026, 631 slum initiatives covering 556 acres rehabilitated 2.94 lakh families. According to Knight Frank India figures from September 2025, Mumbai has a population of 13.4 million and a land area of 437 square kilometers, with a density of 30,600 per square kilometer.<\/p>\n\n\n\n
The SRA is the government agency in charge of implementing slum redevelopment programs in Maharashtra. Established in 1995, it allows private developers to provide free homes to slum people while also building and selling more units on the same property to recoup project costs.
